About Emergency Management

Emergency Management is an organized process of planning, decision-making and assigning resources to prevent or respond to any emergency event.

The goal of emergency management is to provide an organized approach to save lives, prevent injuries and protect property and the environment if an emergency occurs.

There are five components to emergency management:

  • Prevention: actions taken to prevent any emergency from occurring.
  • Mitigation: actions taken in advance of any adverse situation to reduce the effects of any emergency (i.e. providing backup power generators to key buildings).
  • Preparedness: actions taken to prepare for any emergency. These include writing plans, training staff, conducting exercises and public education.
  • Response: actions taken to respond to any emergency.
  • Recovery: actions taken after the immediate emergency has ended in order to return the community to normal.

Emergency Management Act

In April 2003, the Emergency Management and Civil Protection Act, R.S.O., 1990 was proclaimed by the Province. It requires every municipality in Ontario to develop and implement an emergency management program consisting of:

  • An emergency plan.
  • Training programs.
  • Exercises to train staff and test plans.
  • Public education on risks and public preparedness.

Durham Region Emergency Management By-Law

Durham Region By-Law No. 36-2015 (PDF), the Emergency Management By-Law:

  • Establishes a formal emergency management structure.
  • Requires the development and implementation of a Regional emergency management program.
  • Outlines the conditions under which the Regional Chair may declare that an emergency exists.
