Four energy-from-waste, site-specific studies to be released
WHITBY, ON February 17, 2009 – The Regional Municipality of Durham would like to notify residents that four site-specific studies related to the energy-from-waste (EFW) project will be available for viewing on Feb. 20. These documents will be included with the Environmental Assessment (EA) when it is submitted to the province this June.
The Baseline Environmental Study Report is designed to characterize environmental conditions in the area. The following samples were collected and analyzed as part of this report: soil, surface water, sediment, soil invertebrates, vegetation, small mammals, produce, fish and agricultural products (such as beef, dairy, poultry and eggs).
The Archaeological Report provides an analysis of the potential presence of significant archaeological issues. This document includes Stage 1 and 2 Archaeological and Built Heritage Assessments, with Stage 2 already sent to the Ministry of Culture for review and approval.
The Geotechnical Report was carried out to provide preliminary information on site soil conditions. This report outlines the identification and classification of site soils; discussion on fill placement, foundations and site grading; and preliminary recommendations for pavement structure.
The Natural Environment Report includes the identification of potentially impacted species and environments; an inventory and evaluation of aquatic habitats; calculations of distance from the site/haul route to natural heritage features and areas; and evaluation of on-site woodlots or hedges.
Any individuals who are interested in reading these site-specific documents are invited to download a copy from the Region's website (www.durham.ca), the study website (www.durhamyorkwaste.ca), or view a printed copy at the Regional Clerk's office at The Regional Municipality of Durham Headquarters, located at 605 Rossland Rd. E. in Whitby.
These documents will also be discussed at the Site Liaison Committee (SLC) meeting on March 4, with presentations to the Joint Waste Management Group, Works Committee and Regional Council to follow.
In May 2008, Durham Regional Council passed a resolution that requested staff review the best practices of environmental monitoring programs (including health surveys, biological monitoring, health studies and any other pertinent studies) and that an environmental monitoring program be developed (based on best practices) that would provide baseline information during the life cycle of the EFW facility. The Review of International Best Practices of Environmental Surveillance for Energy-From-Waste Facilities report will also be available during the March 4 SLC meeting. Please note that this document was prepared to respond to the Durham Regional Council resolution and is not required under the specifications outlined in the EA process.
