Potential Canada Post labour disruption to impact Regional services

WHITBY, ON August 26, 2016

The Regional Municipality of Durham would like to notify residents that all incoming and outgoing mailings will be affected in the event of a labour disruption involving Canada Post.


The potential service disruption could occur as early as Aug. 30.


The potential service disruption would affect all incoming and outgoing mail sent via Canada Post.


In the event of a labour disruption involving Canada Post workers, the Region of Durham will not be distributing large mailings such as water and sanitary sewer bills, TeleRead cards and notices, expenditure management cheques, etc.

Please note that the mailing of water and sanitary sewer bills will be delayed until the postal disruption has ended, and payment dates will be adjusted accordingly.

It is important to note, however, that residents who recently received an invoice for a Regional service are still responsible for the timely payment of their bills during this disruption. Please do not mail your payment during the disruption.

Residents may pay their water bills in person at Regional Headquarters, 605 Rossland Rd. E. Whitby; online, or in person, through their financial institution; or by cheque to the following drop box locations:

Ontario Works (OW) clients who normally receive their monthly payments by mail will be required to pick up their September social assistance cheque at their local OW office starting on Tuesday, Aug. 30 at 11 a.m., and on subsequent days during regular business hours (from 8:30 a.m. to 4:30 p.m.).

In order to pick up your cheque, two valid forms of identification are required. If you are unable to pick up your cheque, someone else can pick it up on your behalf. However, a valid form of the client’s identification, and signed consent (to be kept on file), will need to be provided.

For those individuals receiving OW payments through direct deposit, payments will be deposited into your bank account as usual.

Please be advised that the drug benefit card/dental card for the month of August will remain valid for the month of September.                                               

Please note: clients are still required to report income changes, and changes to their circumstances, to their caseworker.

Residents may pay fines incurred via the Provincial Offences Act (POA) in person at Regional Headquarters, 605 Rossland Rd. E. in Whitby or online at, by clicking on the “Pay Tickets” box located on the left-hand side. Payments can also be made in person at any POA Court office in the Province of Ontario. Clients are encouraged to attend the court office with respect to any time-sensitive material. Incoming and outgoing mail will be picked up, processed or delivered once mail service resumes.
