The policies, procedures and Service Manager Requirements in this Directive are to be implemented by all Housing Providers in the Region of Durham included under the provisions of the Social Housing Reform Act and its associated Regulations.

Minimum Rent

Background

According to subsection 47(2)(a) of Ontario Regulation 298/01 of the Social Housing Reform Act, the minimum amount of rent for a rent-geared-to-income (RGI) household is $85.

Minimum rent is determined after all RGI calculations for the household are completed – including any applicable utility adjustments.

The original Regional Directive 2002-02 incorrectly stated that utility charges must be added to the minimum rent.

Action Required

Minimum rent applies to the entire household - not to individual family units or benefit units within the household. In determining the RGI amount for a household, the housing provider will:

If the total RGI payable by the household is less than $85, the RGI will be increased to the minimum rent of $85.

Households that previously had utility adjustments added to their minimum rent per the previous direction will have their RGI retroactively readjusted and be offered a rebate or credit for the additional rent paid. The retroactive change is effective from the date that the new minimum rent amount of $85 was originally charged.
