Durham Advisory Committee on Homelessness

Terms of Reference

Background

The Durham Advisory Committee on Homelessness (DACH) was established by the Health and Social Services Committee in December 1998 to address the issue of homelessness in Durham Region. Community service organizations and people who had experienced homelessness were invited to participate in a reference group that would provide input into the distribution of newly created provincial and Regional homelessness funds. With the introduction of federal funding for homelessness initiatives in 1999, DACH oversaw the development of the “Community Plan for Homelessness in Durham (PDF)”.

DACH provides an opportunity for individuals and service organizations to share information about resources, identify service needs and recommend projects that will address homelessness in Durham Region

Mandate

To provide guidance and advice to Regional Council, the Health and Social Services Committee and the Health and Social Services Departments on issues related to homelessness in the Region of Durham.

  1. To provide guidance and advice to Regional Council, the Health & Social Services Committee, and both the Health and Social Services departments on issues related to homelessness in Durham Region.
  2. To enhance service delivery to homeless people or those vulnerable to homelessness by:
  3. To identify resources that will address the needs of homeless people or those who are vulnerable to homelessness across Durham Region, and ensure existing Regional funding opportunities are maximized.
  4. To provide project funding recommendations to Human Resources and Social Development Canada regarding federal homelessness programs, and to Regional Council for programs administered by the Region of Durham.
  5. To oversee the review process of the “Community Plan for Homelessness in Durham Region”, as requested by Human Resources and Social Development Canada, including responding to suggestions for revisions to the plan and updating priority service needs.
  6. To provide a forum for information sharing regarding new or innovative projects that address homelessness.

Membership

Recognizing that issues of homelessness require input from a cross section of Durham residents, membership is open to all residents of Durham Region, as well as community organizations, businesses and other levels of government.

Membership will be sought from groups particularly impacted by homelessness, including youth, Aboriginal peoples, women fleeing family violence, and those with mental health and addiction service needs.

Meetings

Meetings will be held on a monthly basis at Durham Regional Headquarters, located at 605 Rossland Rd. E. in Whitby, or at other sites as agreed to by DACH members.

Term

Members participate on a voluntary basis. For community organization members, the term of participation is determined by the sponsoring agency.

Chair

The Chair of DACH will be appointed from The Regional Municipality of Durham’s Health & Social Services Committee for a term that coincides with the committee member’s term of office.

A vice-chair will be selected by the membership of DACH on a bi-annual basis, not to coincide with the municipal election year. In the absence of the chair, the vice-chair will assume this role, relaying any recommendations or discussions to the chair for consideration by the Health & Social Services Committee.

Reporting

Recommendations arising from DACH will be presented to Regional Council through the Health & Social Services Committee.

Minutes of meetings will be circulated to participating members and Health & Social Services Committee.
