Purchase of Service – Fee Subsidy application process

The Region of Durham has a moratorium in place on the application process for operators to obtain a Purchase of Service – Fee Subsidy service agreement. The moratorium allows Children’s Services to manage the system ensuring that growth is strategically planned and implemented in Durham.

The primary considerations are that children and families in Durham have access to quality stable child care and early learning programs.

Operators may still submit an application package. The review process will include a community analysis completed internally, application and budget review and a site visit. A decision letter will be sent out to the operator. The full process can take up to a year to complete. Applications must demonstrate financially viability, dedication to quality and also be supported by community demand.

The operator must have a clear license with the Ministry of Education for at least six months before the application is submitted. If an operator is approved the conditions in the Service Agreement must continue to be met or the Service Agreement will be considered in jeopardy. Failure to meet the conditions in the Service Agreement may result in termination of the Agreement.
