Durham Regional Council amends procedural by-law; prepares for an elected chair

WHITBY, ON January 22, 2014 – Durham Regional Council today adopted revisions to the rules of procedure for its committee and council meetings, resulting in a new procedural by-law that will be in effect for the first council meeting of the 2014-2018 term. These changes were required because the Regional Chair position will be elected at large during the 2014 municipal elections, rather than being appointed by the 28 elected members of Durham Regional Council.


This new procedural by-law will be in effect for the first council meeting of the 2014-2018 term.


The procedural by-law governs the proceedings of meetings of Durham Regional Council and its committees.


The new by-law will replace #47-2010 (the current document). Revisions pertain to the participation of the Regional Chair in meetings; changes to the order of proceedings at the first meeting of council; changes to permit the Regional Chair to present and vote on motions at council meetings; and to clarify the order for recorded votes, and the procedure for an equality of votes. Additional revisions to modernize the procedural by-law were also approved.

In 2012, Durham Regional Council took the steps necessary to change from an appointed Regional Chair, to one who is elected at large, to be effective for the 2014 municipal elections. Please note that voting day is Oct. 27, 2014.
