
The Region of Durham funds multiple community agencies to deliver housing stability and homelessness prevention programs. To ensure these programs are delivering high-quality, equitable, and effective services, the Region is looking to develop a standardized Quality Assurance (QA) tool and supporting success measurement tools. This project builds on work already undertaken through a recent system co-design workshop, which involved broad stakeholder engagement with service providers, lived experts, and internal staff. The goal of this opportunity is to develop a Quality Assurance tool and related performance measurement supports ensuring service quality, accountability, and continuous improvement within the homelessness system.

- Draft Quality Assurance Tool, tailored to Durham’s system role, including:
- Core standards of service delivery,
- Outcome and impact indicators,
- Scoring or assessment templates,
- Feedback and improvement mechanisms
- Implementation Guide for housing coordinators and agencies.
