Notice of Study Completion - Sanitary Station Pumping Station (SSPS) to service the Port Perry Employment Area - Municipal Class Environmental Assessment (MCEA)

The Regional Municipality of Durham has completed the Municipal Class Environmental Assessment (Class EA) to meet the sanitary sewage servicing needs of the Port Perry Employment Area, by assessing the potential to service a portion of the Employment Area through existing infrastructure, identifying a preferred site for a new Employment Area Sanitary Sewage Pumping Station (SSPS), potential forcemain routes to convey wastewater to the Nonquon Water Pollution Control Plant (WPCP), and sanitary sewer routes for expansion of the existing Reach Street SSPS catchment area, to allow for existing non-serviced areas to be serviced and allow future growth of the Port Perry community. The study was completed in accordance with the planning and design process for Schedule ‘B’ projects as described in the Municipal Class Environmental Assessment Document (as amended in 2024), published by the Municipal Engineers Association (MEA).

The recommendation from this Class EA includes the following Schedule ‘B’ undertakings:

  • Connect the eastern portion of the Employment Area to the existing Reach Street SSPS catchment area across Cawker’s Creek at either the southwest corner of Roseborough Drive or at Fifeshire Court, with the final location to be confirmed during detailed design;
  • Construct a new Employment Lands SSPS (as shown on the map) on either the northwest corner of 1520 Reach Street or immediately west on 181 North Port Road, with the final location to be confirmed during detailed design;
  • Establish a dual forcemain system along the eastern property line of 1595 Reach Street from Reach Street to the Nonquon WPCP.
  • The new works will also include some undertakings that are exempt under the Environmental Assessment Act and were not part of this Study, specifically: Reach Street SSPS upgrade and rerouting of the Reach Street SSPS forcemain system to connect into the new dual forcemain system. A Project File Report (PFR) has been prepared to document the study process and recommendations, including the public, indigenous communities and agency consultations conducted during the study. The report will be available for 60-day review period starting April 30, 2026, and ending June 29, 2026, at durham.ca/PortPerryEmploymentLandsSSPS.

In addition, a Section 16 Order request may be made to the Ministry of the Environment, Conservation and Parks (MECP) for an order requiring a higher level of study (that is, requiring a comprehensive EA approval before being able to proceed), or that conditions be imposed (that is, requires further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester’s contact information and full name. Requests should specify what kind of order is being requested (additional conditions or a comprehensive EA), explain how an order may prevent, mitigate or remedy potential adverse impacts, and can include any supporting information. The Section 16 Order request should be sent in writing or by email to both of the following contacts:
