Durham Region's 2025 to 2035 Strategic Plan

Durham Region’s 2025 to 2035 Strategic Plan was approved by Durham Regional Council in January 2025. It reflects what we heard from community members and is supported by staff expertise. 

The Plan includes both community aspirations and complex social issues that are often not the sole responsibility of one organization or group, including the Region of Durham. Our role within the community, however, is to collaborate with others to address larger community opportunities and challenges. 

Durham Region's 2025 Strategic Plan will act as a compass to advance our work to achieve the future we want to create. 

To achieve the vision of "Connected communities. Connected to you." there are five Strategic Directions that will guide our work and act as a lens for decision-making over the next 10 years: 

  1. Connected and Vibrant Communities
  2. Environmental Sustainability and Climate Action 
  3. Healthy People, Caring Communities
  4. Resilient Local Economies
  5. Strong Relationships.

Community Dashboard
Durham Region has developed a Community Dashboard to show our progress toward achieving our goals.
Community Engagement 

In January 2024, staff launched the engagement phase of the strategic planning process. The engagement phase included a full-day planning session with Regional Council. The public engagement portion of the Strategic Planning process was launched on March 1, 2024 and included engagement through Durham Region's online engagement platform, Your Voice Durham. The team attended 24 pop-up events, delivered 13 presentations, shared 700 flyers and 1,000 posters and held an art contest for elementary and secondary school students.

The 2020-2024 Strategic Plan was endorsed by Regional Council in March 2020.  

 

Strategic plan task force

The first step was to form a Strategic Plan Development Task Force. In March 2019, four Regional Councillors were appointed to join the Chief Administrative Officer and one Department Head on this team.

Strategic Plan Development Task Force members: 

  • Elaine Baxter-Trahair, CAO
  • Dr. Robert Kyle, Commissioner and Medical Officer of Health
  • Councillor Tito-Dante Marimpietri, Oshawa
  • Councillor David Pickles, Pickering

Public Consultation

Residents and stakeholders were encouraged to weigh in on the new goals and priorities during an extensive public consultation process from May to September 2019. During this time, we launched Durham Region’s new public engagement site Your Voice Durham.  Sign up today, and be the first to know about new Regional projects and consultation activities!
