Notice of Study Commencement and Public Information Centre - Ritson Road North in the City of Oshawa

Ritson Road North from north of Taunton Road to south of Conlin Road, City of Oshawa

The Regional Municipality of Durham is initiating a Schedule C Municipal Class Environmental Assessment (MCEA October 2000, as amended in 2024) for the reconstruction and widening of Ritson Road North (Regional Road 16) from north of Taunton Road (Regional Road 4) to south of Conlin Road, over a length of 1.75 kilometres in the City of Oshawa (see Original Public Notice for map). 

The widening of Ritson Road was identified in the Durham Transportation Master Plan 2017 (TMP) as the preferred solution to address operational deficiencies, road safety and increasing traffic volumes. Phase 1 (Identify the Problem or Opportunity) and Phase 2 (Identify Alternative Solutions and Establish the Preferred Solution) of the MCEA planning process were satisfied through the TMP and reconfirmed through background work conducted for this study. The TMP is available at durham.ca/TMP.

This Study will proceed in accordance with Phase 3 (Examine Alternative Methods of Implementing the Preferred Solution) and Phase 4 (Prepare an Environmental Study Report) of the Schedule ‘C’ MCEA planning process. The Study will review alternative design concepts for the reconstruction and widening of Ritson Road including intersection modifications within the Study Area.

Public Information Centre

A key component of the Study is consultation with interested parties and the public, and we want to hear from you. A Public Information Centre (PIC) will be held to present the Study process and the next steps in the Study. You will also be able to review and provide feedback on the evaluation of alternative design concepts and the preferred solution. The PIC will be held:

Date: June 24, 2026, from 6 to 8:30 p.m.

Location: Kedron United Church, 1995 Ritson Road North, Oshawa, ON, L1K 0Z9 

Starting June 25, 2026, the material presented at the PIC will be posted at durham.ca/RitsonRoadEA.

If you are unable to attend the PIC, please review the PIC material and submit your comments using the Comment Form that will be available on the website. Comments are requested by July 16, 2026.

At the conclusion of the Study, project findings will be documented in an Environmental Study Report, which will be made available for a 30-day review period. A Notice of Study Completion will be issued to inform the public of the Environmental Study Report’s availability.
