Project Summary
The Regional Municipality of Durham is proceeding with road rehabilitation on Newtonville Road (Regional Road 18) from 0.35 kilometres south of Concession Road 5 to 0.8 kilometres south of Concession Road 6, in the Municipality of Clarington. Work will consist of pulverizing asphalt, culvert replacements, steel beam guide rail, granular A road base, hot mix paving, shouldering and pavement markings. Recycled waste materials will be used in the Regional Road 18 Pilot Reconstruction Project in Clarington, learn more in the news release issued February 9, 2022 (posted below).
This innovative project was made possible by the Canada Community-Building Fund.
The Region’s contractor Dufferin Construction will start work on August 29 and is expected to complete the work by November 4. Please note that unfavourable weather conditions may influence the work schedule.
Daily lane restrictions will be required for the duration of the project to complete the work in a safe and efficient manner. Drivers should expect delays within the construction limits during the project.
Update #3: Oct. 25, 2022
The Region of Durham’s third-party environmental engineering consultant, Malroz Engineering Inc., has completed the testing and verification process of the recycled materials used in the road base for the Newtonville Road Rehabilitation Pilot Project.
The laboratory testing of the samples collected by Malroz show that no contaminants were detected in the leachate testing and any potential leachate is non-toxic.

The Region will proceed with scheduling the paving of the road in the near future. A news release update #3 was issued on Oct. 25, 2022 (a copy is posted below).
Update #2: Sept. 28, 2022
The Region of Durham has retained a third-party environmental engineering consultant, Malroz Engineering Inc., to take samples of the recycled materials used in the road base for the Newtonville Road Rehabilitation Pilot Project, to ensure they meet the Region’s expectations as blue box materials. A news release update #2 is posted below.
Although the paving of Phase two has been put on hold until the completion of the verification process, the contractor will remain on site to complete other aspects of the reconstruction project.
Update: Sept. 23, 2022
Regional staff were notified on Thursday, September 15 through the Ministry of the Environment, Conservation and Parks (MECP) of a resident’s complaint regarding the Newtonville Road (Regional Road 18) Rehabilitation Pilot Project, in the Municipality of Clarington.
The Region is reviewing the matter to verify that the recycled materials being used on the pilot project meets the project specifications.
The Region has instructed the contractor to defer paving until the review is complete. A news release update on the project was issued on Sept. 22, 2022 (copy is posted below).
