Meet the new face of financial leadership in Durham Region
Big news from Durham Region! On December 1, Nicole Pincombe will officially step into her new role as Commissioner of Finance/Treasurer for The Regional Municipality of Durham.
What does the Commissioner of Finance do?
Nicole’s new role is a big one! As the Region’s Chief Financial Officer, she’ll oversee finances for Durham Region, Durham Region Transit, and Housing Durham. She’ll also lead five key divisions:
- Risk Management, Economic Studies, and Procurement
- Business Planning and Budgeting
- Financial Solutions, Utility Finance, and Investment Portfolio Management
- Financial Services (like accounting, payroll, and reporting)
- Internal Audit
The Commissioner of Finance plays a key role in how your tax dollars are managed. From funding public services like transit and housing, to ensuring long-term financial stability, Nicole’s work directly impacts the programs and infrastructure that support our daily lives. Her leadership helps ensure that every dollar is spent wisely, transparently, and with the community’s best interest in mind.
A leader with heart and vision
Nicole has been part of the Region since 2015, most recently as Director of Business Planning and Budgets. She’s helped shape our long-term financial plans, annual budgets, and asset management program. Before joining the Region, she was the Executive Director of Finance and Treasurer for the City of Oshawa.
With more than 20 years of experience in municipal finance, a CPA designation, and a Master of Public Administration from Queen’s University, Nicole brings deep knowledge and a strong commitment to public service.

It’s about making thoughtful, strategic decisions that shape the future of our community. It’s an exciting time for Durham Region, and I’m honoured to help guide the Region’s financial direction in a way that’s transparent, responsible, and future-focused.”
Perfect timing – 2026 Budget planning is underway
Nicole steps into her new role just as Regional Council considers the proposed 2026 Property Tax Supported Business Plans and Budget, along with the 2026 Water Supply and Sanitary Sewer Business Plans and Budget, at upcoming meetings:
- Committee of the Whole: December 11 and December 12 (if required)
- Regional Council: December 17
With the 2026 Budget process underway, Nicole’s leadership will be key in guiding financial decisions that shape the services and infrastructure our growing community depends on. “We understand that these are challenging times and that affordability is a major concern for all. The 2026 Budget is our roadmap for delivering the services people count on every day,” Nicole shares. “I’m excited to work with Regional Council and our staff teams to make sure we’re investing wisely and planning for the future.”
