Shelters, Warming Centres and Cooling Locations

The Region of Durham is legislated by the province of Ontario as a Service System Manager for Housing and Homelessness and designated by the federal government as the Community Entity.

Emergency shelter programs in Durham Region can help you if you don’t have any other place to stay. Funded homeless shelter programs are housing-focused, as part of Durham Region’s plan to address homelessness in our community.

Shelter programs also act as Community Access Points to our By-Name List and Coordinated Access System.

Victims of gender-based violence or trafficking who need supports or emergency accommodation have more than one option:

* New homelessness shelter and hub in Ajax at 130 Commercial Avenue *

  • Due to increasing need across our communities, the Region of Durham is expanding emergency shelter space across the region. In Ajax, a 24/7 emergency shelter and Hub will open at 130 Commercial Avenue in early December to bring unsheltered residents indoors.  
  • The new space will provide immediate indoor space for individuals living in Ajax encampments, connecting them to wraparound supports and long-term housing solutions.
  • This facility will reduce visible street homelessness and foster a sense of security for residents and businesses.
Project overview
  • The new emergency shelter will provide 50 beds and will operate 24/7. Operations will be managed by Christian Faith Outreach Centre (CFOC).
    • CFOC was chosen due to their ability to coordinate across locations, ensuring immediate access to services and indoor housing.
  • Site enhancements include installation of showers and fencing on the side lot for safety and privacy. 24/7 on-site security will be provided.
  • The existing hub services for the community will move from Harwood Avenue to 130 Commercial Avenue due to the availability of space for people to come indoors. The hub will provide access to food, hygiene facilities, and wraparound supports. On site supports will be provided by:

  • The beds at the existing locations on Harwood Avenue and Station Street will remain in place for now, until a complete review is performed.
  • Patrons will undergo an intake process and participation in programs will be required to maintain a space in the shelter. Established protocols and service standards will be implemented to ensure consistency and quality of care.
Encampment transition
  • Established intake processes will be used to bring people experiencing homelessness in Ajax indoors. Participation in programs will be required to maintain a space at the shelter. The initial priority will be individuals from existing Ajax encampments.
Council approval
  • Regional Council approved the lease for 130 Commercial Avenue on October 29, 2025.
  • Ajax Council approved the rezoning request to permit a Crisis Care Facility on Monday, November 17, 2025.
Community benefits
  • Emergency shelters significantly reduce the risk of cold-related deaths and health crises by providing safe, heated spaces during extreme weather conditions.
  • They offer immediate safety and stability for individuals experiencing homelessness, create a connection to wrap around supports and long-term housing solutions.
  • Access to adequate indoor space, combined with site improvements and on site security will reduce visible street homelessness in Ajax, improving the perception of community safety and fostering a sense of security for residents and businesses.
  • The hub integration ensures access to health, addictions, and housing supports, reducing strain on emergency services and hospitals and ensuring people are ready for independent living when sustainable housing becomes available. 
Common questions

What is the difference between a shelter, a warming centre and a hub?

  • A shelter is a 24/7 facility providing meals, safe sleeping, hygiene, and basic support services like housing and mental health assistance.

  • A hub provides daytime access to meals, hygiene, and wraparound supports (case management, housing, mental health/addiction) with space for partner services. 

  • A warming centre operates overnight, winter-only space (December 1 to March 31), to prevent cold-related harm; no daytime access.

What is a crisis care facility?

  • The Town of Ajax approved a three year Temporary Use By-Law Amendment to re-zone space on Commercial Ave to permit a crisis care facility. This term is used in the by-law and encompasses zoning for the new emergency shelter and hub.

Who will operate the site?

  • Operations will be managed by Christian Faith Outreach Centre (CFOC), leveraging its existing services in Ajax to ensure seamless service delivery.

  • This service provider was chosen due to CFOC’s ability to coordinate across three locations, ensuring immediate access to services and indoor housing. We are leveraging CFOC’s existing operating experience in Ajax, enabling a smooth relocation of the current hub and minimizing disruption for clients. Their established operations and staffing can support an accelerated timeline for opening the new site before winter 2025.

What supports will be available on-site?

  • The hub will provide access to food, hygiene facilities, and wraparound supports, with scheduled “touchdown” days for service providers who provide wrap around supports. Wrap around supports include mobile health services, addictions counselling, and mental health teams. 

Why here? Why Ajax?

  • Ajax is not the only location where new indoor spaces are being opened. Additional locations are being actively explored in other Durham municipalities.

  • This location leverages an existing Regional site, minimizing costs and ensuring immediate implementation. This project will bring in Ajax residents on the By-Name list.

Will people from outside Ajax come here?

  • Priority will be given to local residents experiencing homelessness, with intake coordinated regionally. Individuals at existing Ajax encampments will have first access to the new shelter.

Will this increase crime or safety issues?

  • Evidence shows that shelters reduce street homelessness and access to wrap around supports enables people to become housing-ready. The site will have 24/7 staff, security measures, and fencing for privacy of the shelter patrons and the surrounding community.

How will this impact property values?

  • Research shows that well-managed shelters with strong community partnerships do not negatively impact property values. The Ajax location is in a commercial area currently experiencing challenges with visible homelessness. This project will bring individuals indoors and connect them to services, reducing street-level homelessness and improving overall community safety.

Why not invest in housing instead?

  • Both approaches are essential and are being implemented by the Region concurrently. Shelters provide immediate safety while housing solutions are developed. Regional Council has endorsed a long-term Housing and Homelessness Servicing and Financing Strategy, but short- and medium-term actions are needed to address immediate needs.

What are the details of your Housing and Homelessness Servicing and Financing Strategy?

  • Durham Region is investing $3.63 billion over 10 years through its Housing and Homelessness Service and Financing Strategy (2025–2034). The plan integrates housing, health, and social supports into a coordinated system, delivering 2,330 new units, revitalized community housing, and expanded rent supplements. Backed by a balanced financing model and programs promoting equity and accessibility, the strategy provides a sustainable roadmap to improve housing stability across the Region.

What happens if you are at capacity and people are onsite seeking support? Do they get turned away or sent to another location?

  • The provider will look for alternative locations such as open shelter beds elsewhere, family options, and friends. They do their best to find an appropriate place for individuals to go.  It may be that it is one of the winter warming sites until a bed becomes available.

The Durham Shelter Standards set out clear expectations and guidelines for all Regionally funded emergency shelters. Developed collaboratively with service providers, people with lived experience, and regional staff, these standards ensure high-quality, inclusive, and coordinated shelter services across Durham Region. The standards focus on dignity, safety, and long-term solutions, supporting a Housing First approach that helps individuals and families move from homelessness to stable housing. Shelters are required to provide trauma-informed care, uphold principles of equity and accessibility, and maintain safe, welcoming environments for all patrons. Continuous improvement and accountability are at the heart of the standards, helping to build a supportive system that safeguards the health, rights, and well-being of everyone accessing shelter services in Durham.

Durham Region Winter Warming

The Region of Durham has a Winter Warming Plan to provide safe shelter for those without housing during the coldest months. In partnership with the local area municipalities, the Region operates winter warming locations across Durham from December 1 through March 31.

The Durham Region Health Department issues Extreme Cold Weather Alerts when temperatures are expected to drop to -15°C or colder, or when the wind chill reaches -20 or below. When these alerts are active, regionally funded emergency shelters increase their capacity by adding extra mats, cots and safe spaces. If needed, motels and hotels may also be used to ensure no one is left out in the cold. During these times, shelters also stay open throughout the day to provide a warm, safe environment.

Shelter is a basic human need. When someone enters a shelter or connects with an outreach program, they receive personalized support needed to achieve stable housing. Every Regional service, resource, and tool aims to help individuals and families move forward, exit the shelter and secure a safe, permanent home.

In partnership with local area municipalities, Durham Region operates warming centres that provide temporary shelter during cold weather, protecting people experiencing homelessness from hypothermia. Throughout winter, the Region may also expand the family motel programs, increasing the number of rooms available for families in need.

If you or someone you know in the northern region needs temporary shelter and can’t access emergency shelters or warming spaces, Outreach Workers from Community Living Durham North's Housing and Homelessness Support Program can help co-ordinate motel assistance. North House offers transportation assistance, like bus tickets, to help residents in the north access emergency shelters focused on housing or overnight warming programs.
